You might encounter User authentication failures as a result of a user account on Windows 2003 server not having "Log on locally" security setting enabled in the Local Security Policy.

The following debug output would indicate this error message:

[May 13 16:19:12] 452 LogonUser() failed, err = 1385 [May 13 16:19:12] 5544 debug[5544]: LogonUser() failed, err = 1385 [May 13 16:19:12] 2484 Make sure the user has the 'logon locally' permission. [May 13 16:19:12] 5544 debug[5544]: Make sure the user has the 'logon locally' permission. Solution: You can verify/modify the user security settings via Control Panel -> Administrative Tools -> Local Security Policy. Make sure the user that you want SSH access belongs to the "Log on locally" security setting.
