Yes, Tectia SSH supports the OpenSC PKCS#11 driver, BUT Tectia SSH also supports Elliptic Curve DSA starting from 6.4.10 (released April 10, 2015). The supported ECDSA curves are nistp256, nistp384 and nistp521.

At the time of writing this answer (April 29, 2015), the latest version (0.14) of the OpenSC PKCS#11 driver on Windows works with only nistp256, not with nistp384 and nistp521. On Unix all the curves are supported.

In other words, the only ECDSA public-key signature algorithm that works with the OpenSC PKCS#11 driver on Windows is x509v3-ecdsa-sha2-nistp256.
