I see that the Tectia Server runs under the System account on Windows.

Is it possible to configure it to run under some other less privileged account? And if so what privileges are required for the account?

This is not supported, although I imagine you could do it.

The service will need privileges to bind to a low port and needs to be able to impersonate logged in users.

In general, SSH Tectia Server requires so wide privileges to be able to perform it's remote administration task that trying to run it with decreased privileges, while an interesting exercise, is probably not worth the trouble.
